Appraisal of Automatic Flexible Verification System for Three-Phase Smart Electricity Meters

On September 16, the appraisal meeting for the scientific and technological project “Three‑Phase Smart Meter Automated Flexible Verification System,” organized by the Henan Provincial Department of Science and Technology, was held in Zhengzhou. After listening to the project report, reviewing the technical documentation, conducting an on-site inspection, and engaging in questioning and discussion, the appraisal committee unanimously concluded that the project’s overall technology is at an advanced level and approved its acceptance.

The appraisal committee formed its expert opinion by reviewing the project’s video presentation, listening to the project team’s reports, inspecting the operational site, and engaging in question-and-answer sessions and discussions. The committee unanimously concluded that the project has innovatively developed an integrated meter‑carrying pallet; the pallet’s integrated wiring mechanism reduces the number of wiring operations required for testing equipment, thereby significantly improving wiring success rates and calibration efficiency. The invented pallet incorporates multi‑point positioning technology, enabling automated calibration of three‑phase smart electricity meters of various specifications and sizes. The developed calibration system is fully functional and highly automated, capable of seamless integration and coordinated operation with production scheduling platforms and intelligent warehousing systems, thus achieving automation in the calibration of three‑phase smart electricity meters, intelligent control, and information‑based management. The project has been granted two invention patents and four utility‑model patents.The appraisal committee recommends further accumulating operational data and accelerating the dissemination and application of the project’s research findings.

According to reports, the “Three-Phase Smart Meter Automated Flexible Verification System” project was jointly developed by Zhengzhou Sanhui Electric Co., Ltd., the Metering Center of Henan ProvincialElectricityCompany, and the China Electric Power Research Institute. The project completed its overall design in August 2011 and carried out installation and commissioning of the main equipment in November. In February 2012, it successfully passed self‑verification and entered trial operation. After adopting automated verification for three-phase smart meters, the number of metrology verification personnel has been reduced by more than 85%, with corresponding reductions in managerial and support staff as well. This results in annual savings of over RMB 6.4 million in operating costs. The widespread application of this technology will provide robust technical support for the grid company’s centralized metering management, and it is currently being promoted nationwide.

At present, power grid companies have set the work objectives of deepening the Two Transformations and accelerating the development of a world-class power grid and enterprise. The development of the "Five Major" systems is being rapidly advanced. The construction of provincial metrology centers constitutes an important part of the "Major Marketing" system development. The construction model, experience, and relevant achievements gained during the development of the Metrology Center of Henan Branch will undoubtedly provide typical solutions and references for other regional and provincial power grid companies in building their provincial metrology centers.
